In a recent Freedom of Information request, Traffic Figures Heavitree and Whipton, you said that no traffic, pedestrian or walking data would be published for the Heavitree LTN until the trial period was over yet I see some data is now in the public domain via the Highways and Traffic Orders Committee (HATOC) reports. Given the data published is limited, please can you publish all the data currently available to ensure that transparency is maintained and the release of the limited data to date does not unfairly affect the whole scheme which is what you said on the last foi could happen if any data was released.
Summary traffic data was provided in the October 2023 Exeter HATOC update on the Heavitree and Whipton Active Streets trial. This data was reported in order to provide an accurate reflection of the impact of the trial to date without providing all raw data that could unduly influence behaviour during the consultation period. Devon County Council can confirm that we hold traffic data, and they are intended for future publication on our scheme website, in the spreadsheet under ‘Measures of Success’. This data has not been added yet due to resourcing constraints on the team, but the intention is to add data relating to the October Highways and Traffic Orders Committee update by mid January. As the publication date is imminent, we believe it is reasonable, and in the public’s interest, to exempt it from disclosure under Section 22 of the Freedom of Information Act, information held with a view to its future publication.
