Heavitree and Whipton Low Traffic Neighbourhoods Vehicle Trends

During the trial of the Low Traffic Neighbourhood /Active Streets Scheme for Heavitee/Whipton (in Exeter) I understand that one of the factors to be measured are any changes in mode of transport trends (i.e. since the start of the trial the use of motor vehicles has decreased and the use of public transport or cycling has increased). Could you please provide details how any changes will be measured and also the type of evidence/means of measurement that will be used to establish any changes?
