At the recent HATOC meeting a report prepared by the officers was presented, recommending that responsibility for the Active Streets Trial In Heavitree and Whipton move from councillors to Officers and that the trial be stopped in February. The trial was within a minimum 6 month period and as stated in the November papers, not subject to review until early May 24 at the earliest.
At the meeting it was clear that the committee was not aware of this report until shortly before the agenda was released.
If the committee had not commissioned the report would you please inform me who had commissioned the report? Would you also please share whom had directed the recommendation of cessation of the trial?
The Exeter Highways and Traffic Orders Committee were aware that an update report covering the scheme would be on the January 2024 agenda. The report did not recommend that the trial be stopped in February, but that a review be undertaken at the end of February against the measures of success. An additional recommendation sought to delegate powers to the Director of Climate Change, Environment and Transport in consultation with the Director of Legal Services and the Devon and Cornwall Chief Constable, to suspend the Experimental Traffic Regulation Orders associated with the trial after 1 March 2024 if appropriate. The Director of Climate Change, Environment and Transport is responsible for the report.
