The original plan for the Heavitree and Whipton Active Street Trial was for a removable barrier at Vaughan Road and Hamlin Lane to allow emergency service quick access should it be needed.
These were later fixed and are now not removable.

The situation regarding vandalism of the removable bollards was monitored by the project team working on the Active Streets Trial. In response to the ongoing vandalism, a change in the style of bollards was agreed by the Transportation Strategy Manager.
Which members of HATOC were informed prior to the alteration and did they provide consent (notes or minutes\ correspondence please)?
The Local Members, Councillor Su Aves and Councillor Danny Barnes, were informed prior to the alteration. No response was received from either councillor.

Why was the consultation period not “restarted” as it was when changes were made to allow Taxis with authorisation through the gate?
The statutory consultation period was not restarted when the modal filter design was changed, as this did not affect the Experimental Traffic Regulation orders relating to the scheme.
Given the significant amount of emergency service vehicles being impeded at the now fixed gate there are any plans to revert to the original plan of removable barriers?
