Heavitree and Whipton Active Travel Area

I am writing to request the following information about the Heavitree and Whipton Active Travel Area (HWATA):

a. Notes or minutes from the meetings during which the imposition of the HWATA were discussed.

b. A copy of the information provided to decision-makers upon which they based their decisions regards the HWATA.

c. Notes or minutes from the meetings during which the outcome of the 2022 consultation with residents, which led to the imposition of the HWATA, was discussed.

No public consultation was held in relation to this scheme in 2022 – the previous consultations were in 2020 and 2021. The results of these previous consultations were discussed at the 15 July 2022 HATOC meeting (Agenda for Exeter Highways and Traffic Orders Committee on Friday, 15th July, 2022, 10.30 am – Democracy in Devon) and the 20 June 2023 HATOC meeting (see response to ‘a’ above).

d. A copy of the information provided to attendees at the meetings referred to in (c), above, upon which any discussion was based.

If not included in any of the above, please also provide;

e. Any assessment made of the impact of the imposed HWATA upon the ability to travel across the area of the following:

  • Elderly and infirm residents.
  • Disabled residents.
  • Domiciliary Care staff and NHS Community Nursing staff.
  • Families with small children.
  • Customers of local small businesses.
  • Parcel and mail delivery companies.
  • Local residents.
