Highways/engineering grading and pay progression

Please can you provide the following below with regards to the highways/engineering teams grading and pay progression arrangements:

1) How is the team structured? I.e. can you provide an organisational chart.

Please see the following link for this information Highways team and grades.

Please also see the following link, Strategic Leadership Team, with regards to leadership within the Climate Change, Environment and Transport team.

2) Are there any elements of the function outsourced to a contractor or engineering consultancy? If yes, who?

Devon County Council outsources to Milestone and WSP.

3) The number of grades within the structure?

14.

4) The job titles associated with each grade.

Please see the following link for this information Highways team and grades.

5) How do post holders move and progress within the grade? i.e. what is the pay progression structure within the directorate?

Officers progress within the grade through annual increment.

6) How are the salary grades defined? Is this through a Job Evaluation process or market testing or both? Which job evaluation scheme is used?

Each job description goes through a job evaluation and is assessed by a panel who then decide which grade that job description should be. We use two job evaluation schemes, Hay Guide Chart and Greater London Provincial Council (GLPC).

7) Are there any ‘job families’ within the highways/engineering team that differ to the above? If yes, what is the difference here?

No.
