Funding Allocation for Domestic Abuse Duty

 Please find below a freedom on information request regarding the Local Authorities Funding Allocation for Domestic Abuse Duty received from central Government.  Please advise for the last 5 years. What metrics are used to measure outcomes/impact/success of those who have successfully received funding from your local authority domestic violence fund?

Organisations who receive funding under the Domestic Abuse Act 2021 Part 4 duty must provide the Council with the data required for the Council to make the annual data submission to the Department for Levelling Up, Housing and Communities. The specification for this data is published by the Department at Support in Safe Accommodation 2023

Which members of staff including positions are responsible for managing the domestic abuse fund? Please include a list of names of internal and external staff involved in the decision-making process

The funding allocated to the Council under the Domestic Abuse Act 2021 part 4 duty forms part of the Council’s overall budget for domestic abuse support. The budget holder is Liz Cirasuolo, Strategic Lead for Violence Against Women and Girls.  Individual spending commitments are approved according to the Council’s delegated financial powers. In most cases the approving officer for spending on domestic abuse support is Simon Kitchen, Head of Communities.

How many applications were submitted to your local authority for the domestic abuse duty fund?

The Council has not held any call for applications for funding under the Domestic Abuse Act 2021 part 4. In 2022 the Council published an open invitation to tender for a “Trauma responsive Therapeutic Intervention service for victims and survivors of Domestic Abuse”.  The invitation received 3 responses.

Please release any additional information held on the allocation of domestic abuse funding to local agencies, any information on the decision-making process and what regular contact, support, and outcomes are measured.

Decisions on allocation of funding are made in line with the Council’s published Domestic and Sexual Violence and Abuse (devon.gov.uk). In line with Statutory Guidance, the Council’s delivery of this strategy is supported and monitored by a local partnership board.  Where funding is allocated as grants, the Council’s regulations on grant-giving apply. These are set out in the Council’s Financial Regulations. The requirements on contact, support and outcomes are proportional to the amount of funding allocated and set out in individual grant agreements.
