Please provide the name, position and organisation that was contacted during consultations during 2020, 2021, 2022, 2023, and 2024 for freight haulage and any emails/letters between them and Devon County Council (DCC)
We can confirm that, during this period, the Freight Transport Association was the only organisation which was contacted.
However, the correspondence, including emails and letters during this time period was significant and totals several thousand documents. To extract this information would taken a significant length of time. Compliance with this request would exceed the appropriate cost limit under Section 12 of the Freedom of Information Act 2000 which is £450 or 18 hours of officer time. Under the Act, there is a duty to provide advice and assistance as to how a request can be refined to fit within the appropriate limit. Unfortunately, this is not possible for this request.
We should further clarify that the names and position of any individual who was contacted would, in any event, be their own personal information. The Council cannot disclose personal information if releasing it would contravene any of the provisions in the Data Protection Act 2018. In this instance release of this information would contravene the first data protection principle and therefore the information would be exempt from disclosure under Section 40(2) of the Freedom of Information Act 2000 (Personal Data).
