The only consultation document still held by the Council is the Upper Cost Parameters Consultation Document.
2) Any consultation plan or strategy describing how the consultation was conducted and which stakeholders were invited to participate.

3) Any reports, evidence papers, benchmarking documents, financial modelling, or briefing papers used to inform the development of the policy prior to consultation.
