1. How many children, aged 10 – 17,  are in residential care or supported by the council/outside agencies?

As of 7th June 2022, we have 169 children aged 10 – 17 in residential care.

Regarding support by outside agencies, Devon County Council believes compliance with this request would exceed the appropriate costs limit under Section 12 of the Freedom of Information Act 2000 which is £450 or 18 hours of officer time. This is because to comply with this request we would have to examine the individual records of all of the children in our systems to see which outside agency or agencies may be working with them.

2. Please provide a list of the locations of the residential homes, and contact details (email or phone)

Devon County Council can confirm that we hold the information you have requested, however DCC considers that this information is exempt from disclosure under Section 38 of the Freedom of Information Act 200 because its disclosure of this information would lead to the endangerment of the children living in the children’s homes. 

Devon County Council is not obliged to provide information that would endanger the physical or mental health or safety or any individual. 

Although there is a public interest in knowing this information, that is outweighed by the safeguarding concerns around disclosing this information. 

3. Please provide a list of outside agencies who work with these young people
