1. Who is responsible for initiating the Exmouth Residents’ Parking Scheme?
In 2019, following discussions with the local councillors, areas in Exmouth were identified and agreed for a consultation on the possible introduction of residents parking restrictions.
2. Which tasks were distributed to each job role, and on which date?
The Council do not hold this information, as it is not recorded.
3. Please provide all meeting minutes between those involved.
Minutes were not kept for internal meetings and discussions.
Minutes for the East Devon Highways and Traffic Orders Committee meetings are published on the councils website.
4. Please provide all objections and complaints regarding Exmouth Residents’ Parking Scheme.
Devon County Council believes compliance with this request would exceed the appropriate cost limit under Section 12 of the Freedom of Information Act 2000 which is £450 or 18 hours of officer time. We do not hold a centralised record of this information, and so would need to search numerous team and staff email inboxes. A search of the Highways inbox alone returns 1401 emails relating to Exmouth from the last 2 months. We would need to read, and assess each one to determine if it relates to the Exmouth proposals and whether it is an objection or simply an enquiry. We would then need to retrieve all of those and collate them. We believe this would take a minimum of 1 minute per email, which would equates to over 20 hours. We are aware of the duty to provide advice and assistance to help requestors to refine the request so that it can be dealt with under the appropriate limit, however, in this circumstance we are unable to do so due to the way the information is held.
In the interests of providing advice and assistance, we direct you to this post on our disclosure log relating to objections received during the statutory consultation in 2022.
