- 1. What is the council’s long-term EV strategy?

- 2. What execution issues have been faced in implementing such a strategy?
- We have several chargepoints underway including the DELETTI project, which is installing EV chargepoints in around 100 car parks across Devon, Torbay, and South Somerset. Issues encountered include legal issues, grid connection issues, and supply issues. Central government recently announced the Local Electric Vehicle Infrastructure (LEVI) fund, which will enable DCC to significantly expand chargepoint provision and help achieve the aims of our EV charging strategy.
- 3. How many electric vehicle charging points has the council installed in the local authority? Including a split of slow, fast, and rapid.
- The DELETTI project has awarded contracts for chargepoints at approximately 65 car parks in Devon (excluding Torbay), typically installing 2 sockets (a single dual chargepoint) per site. Approximately 25 of these will be rapid chargepoints and the remainder 22kw fast chargers. “Passive provision” in the form of the grid connection has also been installed to allow the supplier to increase the number of chargepoints at each site if there is sufficient demand. In addition, we have delivered a number of chargepoints for our internal fleet use and private sector led projects such as Rapid Charging Devon are also delivering publicly accessible chargepoints in the county. Sites such as ZapMap show publicly available chargepoints across the country.
- 4. How many EVCPs does the council plan to install over the next 12 months and financial year 2023/24? Including a split of slow, fast, and rapid.
- The DELETTI project is currently underway with approximately 30 chargepoints due to be delivered this financial year. We anticipate the number of chargepoints being delivered will significantly expand due to the LEVI project, the timings of which are to be confirmed. In terms of the split of slow, fast and rapid chargepoints, we do not hold this information.
- 5. Will the council tender for charging points in Q4? If Yes, when? Which framework? And what funding will be available?
- We will be procuring the LEVI chargepoints. The procurement route and timescales are to be confirmed.
- 6. Are you receiving grant funding for electric vehicle infrastructure from the central government?
- The DELETTI project was part funded by the European Regional Development Fund (ERDF) with local contributions from DCC and district councils. The LEVI fund will be allocated by central government (Office for Zero Emission Vehicles (OZEV))
- 7. If the answer to Q6 is yes, please confirm if this is via the On-street Residential Charging Scheme (ORCS) or LEVI including grant value.

- 10. Does the authority allow drilling in lamp columns to accommodate the installation of electric vehicle charging points?
- At present there are no existing DCC projects delivering lamp column EV charging. Page 52 of the draft Devon EV strategy states that :
“DCC will use a range of charging types:”… (including)…
“2a. Provide on-street residential chargers: Where there is demand and it is feasible, DCC will deliver on-street standard/fast EVCPs. This will depend on factors such as parking stress, availability of physical space on the highway, and compatibility of lamp columns for installation of chargers. Is recognised that in many areas of Devon, lamp column charging will not be viable, due to streetlighting columns being moved away from the kerbside, and limited power availability.”
