Electric Vehicle Charge Points

I would like to know how many electric vehicle charge points have been installed by the authority from 1 January 2019 to 31 December 2023, broken down by year. I would also like to know how many of these charge point installations resulted in access issues which required further remediation, e.g. needed to be moved to a different location, or replaced entirely, due to incorrect installation and/ or faulty equipment. I would also like to know how much each of these moves or replacements cost the council.

Devon County Council has been delivering and enabling chargepoints for the Devon County Council (DCC) Fleet and public chargepoints as part of the “DELETTI” and “Rapid Charging Devon” projects.

The DELETTI chargepoints have been installed in DCC and district car parks across Devon under a 10 year concessions contract.  The chargepoint provider received a small contribution towards capital costs and are then responsible for the Design, Build, Operation, and Maintenance of the chargepoint for a 10 year period, including any remediation work.  We understand just one DELETTI chargepoint has been replaced (due to vandalism) to date, with all costs paid by the supplier.

The Rapid Charging Devon project is privately led and funded by the chargepoint supplier. Devon County Council (DCC) have enabled the project by issuing licences.  This project was initially part-funded by InnovateUK, for innovative rapid on-street chargepoints with battery storage. Unfortunately, as with many innovative projects, the chargepoints did not perform as required.  Some of the replacement chargepoints unfortunately also did not perform as required and had to be replaced.  DCC have not provided any funding for the chargepoints and all remediation and associated costs are paid for by the supplier.  DCC do not have access to information on how much this has cost the supplier.  DCC are continuing to work with the supplier to minimise future disruption.
