Devon County Council (DCC) believes compliance with this request would exceed the appropriate cost limit under Section 12 of the Freedom of Information Act 2000 which is £450 or 18 hours of officer time. DCC do not hold a centralised record of this information, therefore a manual check of over 1800 EHCP would be required to find and gather the information requested. Even if this only took 1 minute per plan, that would equate to 30 hours of time.
