1. What was the average cost to relevant providers of delivering Education, Health and Care Plans (EHCPs) in 2022/23?
Compliance with this request would exceed the appropriate cost limit under Section 12 of the Freedom of Information Act 2000 which is £450 or 18 hours of officer time. There are over 3,300 pupils with an EHCP in our 359 mainstream schools (this excludes maintained, academy special schools and independent special schools), to look at all of these packages at school level would take in excess of 550 hours. This is based on 10 minutes to review each package. Additionally, these figures would then need totalling up and the average amounts calculated.

2. How many EHCPs specified teaching assistant support under Section F?
Compliance with this request would exceed the appropriate cost limit under Section 12 of the Freedom of Information Act 2000 which is £450 or 18 hours of officer time. The Council does not hold a centralised record of this information, therefore a manual check of each plan would be required. In 2022/23 there were 8892 EHCP’s, to check each would take approximately 10 minutes, which equates to 1482 hours to find and collated the requested information.
Under the Act, we have a duty to provide advice and assistance as to how a request can be refined to fit within the appropriate limit. Unfortunately, due to the way the data is held, this is not possible for this request.
