Domiciliary Care in North Devon

Please can you send me the criteria/policy for commissioning providers for elderly domiciliary care in North Devon?

Currently Devon County Council commissions domiciliary care services on a spot contract basis, meaning that the contract offers no guarantee of business and care providers are paid for what they deliver.

The criteria for commissioning providers is detailed below and we follow a due diligence process to ensure organisations meet contractually expected standards through a number of checks before a spot contract is issued.​ We would recommend you review the requirements of Care Quality Commission (CQC) specifically as we would require the prospective organisation to be CQC regulated.

Due to significant changes in market capacity over recent months, the issuing of new spot contracts has currently been paused.

In particular what criteria prospective providers have to meet?

Organisations are required to provide evidence of the following to include, but not necessarily limited to:

  • Appropriate Care Quality Commission registration.
  • Appropriate insurances.
  • Suitable policies and procedures.
  • Meet Devon County Council’s pricing criteria.
  • Meet Devon County Council’s strategic requirements.

What steps do you take to verify that they do indeed meet that criteria and have safe systems of work?
