Please breakdown specifically how the £1.7 million reportedly spent on the Rifford Road cycle path was spent, whether on design, legal, marketing and the contracted works. Please also explain the tendering process, and provide details of the failed bids and why they were rejected.
The £1.7m was a forecast cost which was approved at the Cabinet meeting in May 2023.
The latest figures are broken down as follows: an allowance for £945,600 on construction, with £94,560 for contingencies and £276,432 on design and supervision. Please note that this cost does not reflect the actual spent to date.
The contractor, MacPlant, was awarded through Devon County Council’s minor engineering works framework. Contractors on that framework all have agreed prices within the framework. Five contractors were approached for the work and three contractors quoted for the work. Two contractors pulled out. Returned prices from the three contactors who bid for the work were considered, and the most cost-effective contractor secured the work.
There were no failed bids.
