1. The criteria for the “fixed list” of properties to be supplied with fibre broadband under the Connecting Devon and Somerset scheme.
Properties were identified for potential coverage in the procurement process on the basis that they had been identified as qualifying as Next Generation Access (NGA) White by reference to the criteria set out in the applicable state aid framework (the National Broadband Scheme). In summary, this refers to properties which were not, at the time, capable of ordering a service at or exceeding 30 Mbs and for which there was no credible plan for commercial delivery.
2. The complete “fixed list” for the EX6 7__ postcode area.
Under Section 21 of the Freedom of Information Act, Devon County Council is not obliged to provide this information as it is already available on the Connecting Devon and Somerset website.
3. Any meeting notes, correspondence, emails or other documentation related to the decision making process on the criteria for the fixed list AS IT RELATES TO the technical needs for VoIP telephony.
This information is not held by Devon County Council
4. Whether a decision was made specifically to EXCLUDE or INCLUDE consideration of technical needs for VOIP telephony (packet loss, jitter, delay) in creating the criteria for the fixed list.
The technical needs were neither specifically included or excluded because the only criteria used for identifying eligible properties are the ones in the applicable state aid framework referred to in question 1, therefore this information is not held by Devon County Council.
