In response, Devon County Council believes that compliance with this request would exceed the appropriate cost limit under Section 12 of the Freedom of Information Act 2000 which is £450 or 18 hours of officer time.

Over the last 5 years, we have completed 25,095 assessments. To locate and extract the information requested would require a manual review of each assessment to identify the specific phrases.  We anticipate that this review would take 15 minutes per assessment which would equate to 6,274 hours of officer time.

Under the Act, there is a duty to provide advice and assistance as to how a request can be refined to fit within the appropriate limit. Unfortunately, due to the way the data is held, this is not possible for this request.
