Chief Officers, Deputies and other senior managers

i. A Chief Officer designated by the council as an administrative and executive head of either a separate department or of a particular function or service.

ii. Designated by the council as a recognised deputy to any chief officer including an officer of deputy status but whose post may carry a different title.

iii. Chief Officers within scope of the Joint National Council (JNC) agreement.

iv. Senior Managers on National Joint Council or locally determined terms and conditions. Essentially, anyone in a senior management role who is not on chief officers JNC terms and conditions.

v. Statutory Directors

Locally determined median/average/actual salary (Excluding any additional payments, e.g. market supplements, performance related pay, long-service increments), the grade or range for each job title or supply a copy of your Council’s policy/pay structure in respect of the pay of its chief officers and senior managers.

None. The County Council operates a tiered pay scale for Chief Officer and Heads of Service posts – each tier has a fixed, spot salary and there is no incremental progression. The Hay job evaluation scheme is used to determine an employee’s position on the scale (and therefore their pay level).

3. What pay, terms and conditions do you employ all chief officers and senior managers on? E.g. total number employed on JNC for local authority chief officers (Blue book), NJC (Green Book), Local terms, other (please specify) or a combination of agreements (please give details).

The following is extracted from the Pay Policy Statement linked to above.

All Chief Officers and Heads of Service are employed under Joint Negotiating Committee for Chief Executive or Chief Officer (JNC) terms and conditions (except for the Chief Officer for Communities, Public Health, Environment and Prosperity (Director of Public Health. Devon County Council assumed public health responsibilities (in line with the Health and Social Care Act 2012) from April 2013 and employs a Director of Public Health, who is defined as a Chief Officer. The Director of Public Health transferred from the NHS to Devon County Council in accordance with the principles of the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) with effect from 1st April 2013. In practice this means that the existing terms and conditions of employment of transferring employees are protected at the point of transfer and they currently continue to be paid on NHS pay rates and not NJC or JNC.

Senior Officers are defined as those on grades L9-L5 for non Head of Service posts.  Senior officers are employed under Joint Negotiating Committee for Chief Officer (JNC) terms and conditions.  Senior Officers are remunerated on a local pay scale.
