CCTV camera at Church Road and Alphington Road

My request relates to the Church Road signalised junction on Alphington Road, Exeter, (nears the Sainsbury’s) and the bi-directional camera in operation there since some time in 2024.

 Would you please provide me with the following information:

 * the exact installation date of the bi-directional camera at the above junction, which organisation was responsible for installing the camera, the cost of replacing the old camera/installing the new camera and details of whether/how this cost has been clawed back;

The replacement camera went live on 10/05/2024. Devon County Council do not hold financial information relating to the installation of this camera.

* a copy of the business case/strategy document setting out why the bi-directional camera had to be installed in 2024;

A standardised proforma for Vision Zero South West assessment of camera enforcement is completed for any new camera site. But the camera on Alphington Road was a direct maintenance replacement for an existing red light enforcement camera. Devon County Councils recommendation to Vision Zero South West for this camera site to be retained and replaced as opposed to being decommissioned and removed was based on consideration of injury collision records that included evidence of red light violations. And the recommendation to incorporate new speed on green enforcement in the direction of red light enforcement was made on evidence taken from speed survey and from junction injury collision records that had included failure to stop\shunt collisions on the approach to the signals.  The standardised assessment proforma criteria that would be considered for a new speed on green signals enforcement site is for speed surveys to shows free-flow 85th percentile speed at or above the ACPO enforcement threshold for a built-up area. This criteria was met.

 

 * the number of driving incidents/offences (e.g. speeding, traffic light infringement, yellow box infringement etc) that had been reported or had occurred at the above junction between the period that a camera had been first been installed at the junction (which I believe was over twenty years ago, possibly 1998) and the installation of the bi-directional camera above in 2024. Please provide an overall figure and figures by calendar or financial year and indicate which direction the incident was captured (i.e. either heading into or out of Exeter);

* the number and type of driving incidents/offences that have been captured by the above bi-directional camera since its installation date in 2024 plus the number and type of ‘intention to prosecute’ notices that have been issued in the same time period;

* the amount of money that has been paid by drivers that have been issued with an ‘intention to prosecute’ notices or similar notices since the installation of the bi-directional camera in 2024, and to whom that money has been paid. Please also state what happens to any monies collected;

* the number of drivers that have had penalty points added to their driving licence since the since the installation of the bi-directional camera in 2024. Please also outline how many drivers have been to court as a result of offences captured by the camera and how many drivers have avoided court action by either accepting a fine and/or penalty points or by attending a ‘driver retraining educational course’; and

* how were TTC appointed to be the providers of the driver retraining programmes for Devon & Cornwall Police, what is the value of the contract they have with Devon & Cornwall, and what happens to the money that drivers pay to TTC to attend one of their courses.

It is funded from pooled financial reserves that were transferred from the former Peninsula Casualty Reduction Partnership. Annual income from administering optional National Driver Offender Retraining Scheme (NDORS) courses. And from court costs if awarded.

For Devon County Council the elected Cabinet member for Highways and the Deputy Director for Planning & Transport are the Devon County Council representatives at the partnership board.

* how is it staffed or serviced;

A small number of dedicated partnership staff are funded by partnership income and employed by partner organisations. All other staff time is provided by existing employees of partner organisations. And these contributory services are provided free of charge to the partnership.

* what are its decision making processes and powers.

All partnership decisions are approved by the Partnership Board. The partnership has no decision making powers for its partner organisations.
