Specification
The Authority declared a climate emergency in 2019 and set its own net zero by 2030 target. The Authority has a carbon reduction plan in place and is making good progress in reducing the emissions in its footprint. However, it will not be able to eliminate all emissions by 2030 and is therefore looking to offset its residual carbon emissions in 2030/31.
For 2023/24 the Authority is looking to buy carbon units and/or Pending Issuance Units (PIUs) or similar which can ideally be retired in 2030. The units must be from UK-based natural environment projects and verified to a voluntary carbon market (VCM) standard which is recognised by ICROA or other highly respected third-party verification process. They must genuinely remove and/or avoid carbon from the atmosphere and the unit must be measured in tonnes of carbon equivalent (tCO2e).
We appreciate that the market may not be able to provide many carbon credits. We will accept PIUs or similar that will be verified and converted into Carbon Units by 2030 or as soon after as possible. Projects should be visible on the relevant project register.
Where the carbon units or PIUs offered are from woodland creation, these must be from native woodland schemes, not from non-native projects such as Sitka Spruce conifer plantations.
The Authority has £150,627 available for this contract and wants to purchase as many units as possible for this budget.
