Bovisand Lane, Down Thomas – No Waiting At Any Time

With regards to Sealed Order 6035 coming into force on the 16 February 2024 at Down Thomas Schedule 1.001 No Waiting At Any Time Bovisand Lane, Down Thomas both sides from a point 14 metres south-west of its junction with Plymouth Sound Caravan Park in a westerly direction to the end of the public highway.

What is the rationale & justification for this when it is impossible to park here anyway as a single track lane where a car struggles to pass a pedestrian? This is an AONB – have all permissions been given to violate this natural area with pointless yellow lines?
What real non-desktop investigation has been carried out to survey the areas in situ as the work is ill informed and unnecessary.

The proposals were developed as the previous parking restriction, a “restricted parking zone”, was not being adhered to, including parking in passing places. A restricted parking zone is reliant on terminal signs and repeaters along its length, it was felt that double yellow lines would provide clear understanding to drivers at this location. The parking restriction is also being extended to cover the closed end / gate way into the private road for Bovisand Park, as can be seen in this street view Bovisand Park , as complaints have been received regards vehicles blocking the gate and turning area.

There has been anecdotal evidence from residents of the park that ambulances have been unable to access the park due to parked vehicles and concern that other emergency services including cliff rescue would not be able to access the area. People have also been blocked in once the gate has been shut in the evenings.

Double yellow lines will be marked at 50mm wide to lessen their environmental impact.

How much of limited financial resources funded by the public is being wasted in payment to WSP and any other sub contractors and services to fund this needless exercise?
How much public money is being spent in total by DCC to implement needless ugly yellow lines in other natural areas where parking is not a possibility or an issue?
