Thank you for contacting us regarding this matter.
Civil Enforcement Officers are only able to enforce against vehicles where there are parking restrictions present, this includes any relevant signs or lines and a sealed Traffic Regulation Order (TRO).
Pavement parking, obstruction, breaches of the Highway Code and moving traffic offences are currently not enforced by us. Neither are situations where the parking is in unrestricted parking areas or parking in a way that causes a nuisance but there are no restrictions.
If the vehicle is parked on a pavement, causing a wilful obstruction, or committing a moving traffic offence, then you may wish to contact the Police who may be able to resolve your issue, however this would be at their discretion. You can contact Devon and Cornwall police on 101 or visit their web page here: https://www.devon-cornwall.police.uk/
Alternatively, if you believe that parking restrictions should be put into place at the location that you are reporting, you can contact your local County Councillor, who can review your request. You can find out who your local councillor is by visiting the following website: https://democracy.devon.gov.uk/mgMemberIndex.aspx?bcr=1
