Arboriculture Business Procurement Information Request

I understand that Devon County Council (DCC) have a current framework in place to which I can see on Bidstat it was published 19 Mar 2021 and runs to 19 Mar 2025 (estimated)
I would like to request the following information please.
1) Who at DCC is responsible for the framework delivery and their email if possible?

This information is exempt from disclosure under Regulation 13(1) of the Environmental Information Regulations 2004 (Personal Data). 

Devon County Council can confirm the requested information is held; however, the Council cannot disclose personal information, if releasing it would contravene any of the provisions in the UK General Data Protection Regulation. In this instance release of this information would contravene the first data protection principle and therefore the information is withheld

2) When is the framework currently planned for tender?

We are looking to the second half of 2024 for award by 1st April 2025. All DCC procurements will go through the procurement portal found at the following link Supplying the South West Portal.

3) Is there a proposed Lot structure and number of contractors?

We are deciding on the type and number of lots currently and anticipate dividing lots in Inspection and Surgery and by geographical area.

4) What based on previous requirements are the minimum certifications you would expect for a business to possess to get awarded a place. i.e- ISO, Safe Contractor or Arb Approved etc.

Minimum staff arboriculture qualifications – it is mandatory that the Contractor’s surveyors are qualified to the standard recognised by the Arboriculture Qualifications and Credit Framework (QCF) Level 3 (or equivalent) and that surveyors are tangibly supervised by a person qualified to the standard recognised by QCF Level 5 (or equivalent).

Skills and accreditation competence requirements – tenderers must possess Arboriculture Association Approved Contractor accreditation or an equal and equivalent formal accreditation deemed acceptable by the County’s Authorised Representative. DCC will however consider confirmation (which must be evidenced) that a Contractor is clearly working towards formal Arboriculture accreditation, with the intention of securing such accreditation by 1st April 2025.
