Adult Social Care Commissioning

Care Commissioning Framework for Providers, Procurement status and plans for renewal in the remainder of 2024/25 or 2025/26.
 
Under FOI please provide the following information relating to how the Council commissions social care via its Framework Providers, to address and service the adult social care services it is responsible for:
 
Q1. Regarding the current framework for providers:
a) How many framework providers does the Council have?

There is no current framework agreements for Care Homes, Community Services, Personal Care, Day and Enabling services, with these currently operating via Spot arrangements.

For Supported Living & under 64 Care Homes there are no frameworks in place, with services purchased using spot contracting arrangements. Going forward there is a programme of re-commissioning these services and that may or may not be done using contracting frameworks but all contracting options will be considered.

There is a Framework ‘Flexible Purchasing System’ in place for Extra Care Housing. There are currently 7 providers on the Flexible Purchasing System for Extra Care Housing.

b) When is the current framework for providers due to end?

The Flexible Purchasing System for Extra Care Housing ends on 14/11/29 and has extension periods of +3 and +2 years if the Council chooses to take these up.

c) Does the Council have any plans to procure a replacement framework for providers to deliver adult social care services in:
i) 2024/2025, or;
ii) 2025/26?

The Flexible Purchasing System for Extra Care Housing will be reopened periodically. The first re-opening is expected to be within 18 months of FPS System contract award date which was 15/11/24.
 
Q2. How many service users (recipients of adult social care services funded by the Council) does the Council typically have at any one time during a year currently?

On average (based on the last 5 years), there are 11,026 service users supported with Local Authority funding.
