Adult autism and learning disability services

I would like to make the following request for information relating to adult autism and learning disability services for the financial year 2024/25 in your local authority.

Question 1
Please tell us the average (arithmetic mean in £ and pence) rate you pay for externally provided adult learning disability and autism services (not your in-house services) for each of the service types as follows:

Please note for the answers below, this is a snap shot from the 1st December 2024.

a. The weekly rate for Residential homes (including profound and multiple learning disability (PMLD) services and respite care).

£1,747.40.

b. The hourly rate for Domiciliary care.

£26.78.

c. The hourly rate for Supported living for people with non-complex support needs.

£21.35.

d. The hourly rate for Supported Living for people with complex support needs (please provide your criteria for the application of the complex rate).

£21.35. Rates are all individualised and cannot be distinguished between complex and non-complex.

e. If the rates you apply to framework and non-framework contracts differ, please indicate the difference and provide a rationale.

N/A as no framework contracts.

Question 2
Please tell us the average (arithmetic mean as a percentage) annual fee rate uplift (inflationary uplift) you have implemented in 2024/25 for externally provided adult learning disability and autism services (not your in-house services) for each of the service types as follows:
a. Residential homes (including profound and multiple learning disability (PMLD) services and respite care).

Question 3
For question 3, we are asking for two different service fee rates relating to adult learning disability and autism day services.

3i. Supported in a group
a. Please tell us the average (arithmetic mean in £ and pence) rate you pay per hour for someone supported in externally-commissioned day services in a group (for example, the day rate divided by 6 hours + staff and people present).

Devon County Council (DCC) do not hold information with regards to an hourly rate for day services as they are commissioned on a session per session basis.

b. What is the expected ratio of staff to supported persons at these day services?

We commission day services to support people on the basis of individual eligible need and their support: rate, hours, additional 121 hours and transport are based on that need. A contract is issued to Day services (currently our spot contract for day opportunities) to provide support to those with an eligible need but we don’t, in our current contract, stipulate the staff ratios as a group/service. This depends on the individual, not whole service, need.

c. Do your day services for those supported in a group include transport? Yes/No.

The day services agreement does not cover the provision of transport. Where transport is offered by a Provider, purchasing will be through private arrangements between the individual attending a service and the Service Provider. Individuals unable to access Day Services may seek separate assessments for their mobility and transport needs; but any provision will be made outside of the day services contract agreement. Although DCC may (for eligible individuals) purchase transport to access a day services, this arrangement sits outside of the day service contract.

d. Do your day services for those supported in a group include food/refreshments? Yes/No

In the case of some Day services, food / refreshments are available. However, the day services agreement does not cover the provision of food and drinks. Where these are offered by a provider, purchasing will be through private arrangements between individuals attending a service, and the Service Provider.

3ii. 1-1 support
a. Again focusing on day services, please tell us the average (arithmetic mean in £ and pence) rate you pay per hour for someone who needs 1-1 support?

b. Do your 1-1 support day services include transport? Yes/No.

Transport is commissioned via a separate agreement where it is meeting an eligible need. Average rate information is not available due to how we collate our data.

c. Do your 1-1 support day services include food/refreshments? Yes/No.

Question 4
Which of your externally-commissioned services do you consider to be offering preventative interventions that generate savings elsewhere for the council and what is your brief rationale for thinking this?

Devon County Council’s Integrated Adult Social care commissioning team intends to publish an updated Market Position Statement in 2025.
