Active Streets Trial feedback

Please provide details of the feedback collated through the arduous Active Streets Trial/Experiment.
 
1. I would like to know the total number of responses, the split for and against the trial in numbers and as a percentage.
2. A list of recurring themes highlighting issues caused by the active streets trial/experiment. 
3. A breakdown of the way in which responses were received, email, website, telephone, paper form.
4. What date is this information to be made available to the public? I understand DCC are currently withholding this information from freedom of information requests.
5. On what platform will the data be made available and in what format?
6. The name of the organisation responsible for collating the data.

The information requested is included in the HATOC report that can be found at the following link Active Streets Heavitree and Whipton Trial Scheme Update.

This Freedom of Information request was submitted before the report was available in the public domain. An earlier version of the report was published incorrectly as we were still collating information.

Devon County Council (DCC) were responsible for collating the data. Support in analysing the data was provided by our framework consultants, WSP.

The HATOC committee were contacted regarding the scheme feedback in advance of the HATOC meeting.

7. All external organisations/companies this data has been shared with.

The data was only shared with Devon County Council and WSP, our framework consultants, who assisted with the analysis.

8. The dates that any key concerning issues were highlighted and the measures that were taken to mitigate these issues.

Prior to the October HATOC meeting, issues with the exemption relating to taxis was raised and the mitigation allowing taxis through the bus gates was approved at October HATOC.

9. The names of any Devon County Council/Exeter City Council Councillors that were contacted in relation to this feedback.

10. Any internal feedback/recommendations made & all correspondence made to the HATOC in relation to the ‘trial’.

Compliance with this request would exceed the appropriate cost limit under Section 12 of the Freedom of Information Act 2000 which is £450 or 18 hours of officer time. The trial was implemented in August 2023, and was considered at July 2023 HATOC. There will be over 1 years worth of correspondence relating to the trial which generated significant correspondence. More than 18 people would need to check all their correspondence which would take at least an hour for each and therefore over the 18 hours.

Under the Act, there is a duty to provide advice and assistance as to how a request can be refined to fit within the appropriate limit. Unfortunately, due to the way the data is held, this is not possible for this request.  

11. Any responses to the director of climate change by the HATOC committee when their expert advice was ignored.

There has been no responses received.
