I would like to see the report/information on the failure to adopt the roads in the Cavanna Homes Berryfields (Barnstaple) development. The road names are:
Wedlake Way
Crockers Close
Spinney Close
Speckled Wood Court
This development is subject to a legal agreement under section 38 of the Highways Act for the adoption of the roads. The development has currently achieved a ‘Part 1 Certificate’ and we are working towards a ‘Part 2 Certificate’ which will put the development onto a 12 months maintenance period before any defects are repaired and the roads adopted.
In the past month review of the quality of works has been carried out and the current problem includes failures in the drainage system for the foul and surface water lines, which would need to be adopted by South West Water before the roads can be adopted by Devon County Council. South West Water have requested the developer repair these faults, which means excavation will be required through the road surface. This is for the developer to resolve before Devon County Council can look at the kerb lines, street lighting and surfaces of footpaths and road.
Once this is completed and signed off by South West Water, Devon County Council can then look to get the developer to finish all roads to enable the 12 months maintenance period to commence. Upon inspection, block paving and tarmac across the development is likely to need replacing in places to bring the development up to a suitable standard for adoption.
As the holdup is a repair to the drainage lines, Devon County Council has been focusing on the developer progressing the works in the highway on Tews Lane and the junction site aspects. This should result in finishing of the entrance to the development hopefully in the next couple of months.
