Unclassified County Road Inspections

1.How many occasions, in each year since 1 April 2017, has the Code ‘CAT12 (Green Lane) No Longer maintained at public expense’ been used to refuse to repair an unsurfaced highway?

2. Which locations of the highway were refused using the ‘CAT12 (Green Lane) No Longer maintained at public expense’ code?

3. What was the complaint notified of this decision?

Answer for Q1-3 –  this is not a code.  The information was entered in error by an individual using free text, and seems to be an isolated incident.

4. Please provide any records of the inspections undertaken on the surface of Green Lanes under the surface specification criteria.

 Devon County Council do not specifically use the term Green Lane.  The nearest equivalent is Maintenance Category 12, Unclassified County Road.  These are inspected on a 3 year cycle.

5. Please provide the numbers shown to have passed this criteria on the last inspection, the numbers to have failed by each of the specified criteria S1 to S7 and the year in which the last inspection took place.

For the period 2021 – 2023;

351 Maintenance Category 12 roads were inspected.  Of these, 255 passed all the inspection criteria.

The length failing inspection was 31km (19.4%).

With regards to failure under criteria S1 to S7:

S1 was recorded for 1

S2 for 3,

S3 for 1,

S4 for 15,

S5 for 11,

S7 for 1.

6.  For case USRN:43103085 please provide the inspection date for all inspections taken place in the last 10 years, the surface condition criteria assessed on each date S1 to S7 for the highway, and the estimated date for remediation recorded by the inspector.

The most recent routine inspection was undertaken on 21 October 2021.  Surface condition was identified as ‘fail’ under criteria S4.  Significant improvement work is currently being planned.  Subject to budget confirmation, this is to be included as part of capital works to be carried out in the next financial year (i.e. from April 2022).

Previous to this, the lane was inspected on 24 November 2016 and 30 September 2013.  Surface condition was assessed as a fail on both these inspections (but not recorded using criteria S1 to S7).
