Looked after children at risk and deaths

1. The number of at risk children known to your local authority in the past five years (13 December 2017 to 13 December 2021). Please could this be broken down by year? 

We have interpreted the question ‘at risk’ as meaning that the child has been subject to a Child Protection Plan.

2. The number of Children subject to a Section 47 enquiry over the past five years (13 December 2017 to 13 December 2021) who have:

a) Died (Had a section 47 enquiry prior to the date that they died – this could be in a subsequent CIN episode or after services have ceased)

b) Suffered life changing injuries

We do not hold a central record of this information.  Whilst there is information on the Section 47 around medical examinations and reason but this is free text and would take considerable time to review and count. This would take approximately 5 minutes per S47 (5 x 8831  = 44155 Mins = 734 Hours) and this is therefore in excess of the appropriate limit.  We are not obliged to provide this information pursuant to Section 12 of the Freedom of Information Act 2000.

3. For each incident, please could I have details of:

a) The date (day, month year) of the incident
b) Cause of death/injuries
c)Age of the child

To provide this level of detail would potentially identify not only the deceased child but their families and would be a disclosure of their personal data.  This would be a breach of the first data protection principle and this information is therefore exempt from disclosure pursuant to Section 40(2) of the Freedom of Information Act 2000.
