7.5 tonne weight restrictions

Up until at least 8 December 2007 there was a sign showing a 7.5T weight limit for Lower Hill Barton Road, Exeter.

Under the Freedom of Information Act and the Environmental Impact Regulations please may I have the following information

1.All of the documents pertaining to the removal of the above weight restriction, including all draft proposals, officer recommendations, Exeter HATOC papers and TRO or other procedures for removal. I have searched for this information and not found it.

The city wide restriction on HGVs was revoked on 27 July 2016, in line with the decision of the Exeter Highways and Traffic Orders Committee (HATOC) on 23 July 2013 and approved by councillors on 15 September 2015.

Personal information has been redacted from the documentation; This information is exempt from disclosure under Section 40(2) of the Freedom of Information Act 2000 (Personal Data).  The Council cannot disclose personal information if releasing it would contravene any of the provisions in the Data Protection Act 2018. In this instance release of this information would contravene the first data protection principle and therefore the information is withheld

2.  Are there weight restrictions currently in force on any residential road in Exeter? If so, which roads? I am aware of a 7.5T restriction being in Exeter on non-residential roads, e.g. the B3123 and Sidmouth Road.

3.  If there are current restrictions when were they placed on each of the roads and what were the respective reasons, recommendations given by officers, papers for Exeter HATOC and the TROs or other orders or procedures for their creation.

Due to the number of orders involved and the historic nature of the requests it is unclear if information is held and the time taken to individually identify and extract the information would exceed the appropriate time limit of 18 hours.   This information is therefore withheld pursuant to section 12 of the Freedom of Information Act 2000.

4. I know in 2024 there was a 7.5T weight restriction order concerning Newton Abbot. Have other such orders been made in any other part of the administrative area of Devon County Council since the removal of the restriction on Lower Hill Barton Road?

If so – please may I have a list of those roads and where they are.
