Regarding the investigation into speeds and collisions that has been undertaken jointly by Devon County Council Officers, the Road Safety Team, and the Police in Crapstone, PL20.
Under the Freedom of Information Act 2000, I would like to request copies of all documents, reports, data, and correspondence associated with that investigation.
Specifically, please provide:
a. The exact location(s) within Crapstone that the investigation and/or data collection was conducted/ focused.
The location within Crapstone where the speed data was captured can be found on this map.
b. The raw and summary speed data from any surveys undertaken as part of the investigation (including mean and 85th-percentile speeds, sample size, and exact survey dates and times).

c. Details of the data-collection methods (observers/persons involved, equipment used).
An SDR (Speed Detection Radar) which is attached to a piece of street furniture, often being lamp columns, which is installed facing the road at 45-degree angle was used. This then allows us to receive speed data from traffic in both directions which is then analysed and uploaded to Drakewell C2 – Cloud Traffic Data website.
d. Copies of internal reports, correspondence, and meeting notes between DCC Officers, the Road Safety Team, and Police used in forming the decision that ‘existing speeds are not excessive.’

e. The policy or guidance (e.g., DFT circulars or local criteria) applied in concluding that a 30 mph limit would be non-compliant without engineering measures.
The principles of setting speed limits are covered in this website, which suggests that roads need additional engineering features or characteristics to encourage motorists to choose an appropriate speed
f. Any communication with the County Councillor or Parish Council in relation to speed limits in Crapstone prior to the investigation, and/or regarding the outcome of the investigation and the potential for a self-funded Traffic Regulation Order (TRO).

In relation, please also provide:
g. Any pedestrian, highway-safety, or traffic-impact assessments held by Devon County Council relating to the recently completed Abbey Meadows development (Original Planning Ref 0147/17/OPA). Specifically any analysis of suitability of pedestrian access and egress via the road connecting Abbey Meadows and the War Memorial.
Although Devon County Council has not carried out any of these assessments, as they would typically be carried out by the developer, an informal assessment of the condition of the road has been carried out and can be seen on this webpage.
