Software Contracts

Please provide the following information regarding your software contracts:

The name of the software supplier(s) currently used for:

1) Financial systems (ERP/accounting)

Unit4 ERP.

a) The contract start and end dates for each of the above systems.

25/07/2023 – 31/07/2028

b) The annual or total contract value (if available).

This information is exempt from disclosure under Section 43(2) of the Freedom of Information Act 2000 (Commercial Interests). Devon County Council (DCC) can confirm the requested information is held; however, it’s disclosure would be likely to prejudice our future commercial interests.

This is because sharing this information could have an impact on future contracts and jeopardise our ability as a purchasing authority to achieve best value for money due to providers benchmarking against prices submitted, which may end up causing the Council to obtain less value from procurement exercises.

The Council has considered the public interest in releasing this information and recognises there is a public interest in openness and transparency. However, there is a stronger public interest in ensuring that the Council is able to obtain the best possible value from future contract negotiations.

Therefore, the balance of public interest weighs in favour of withholding this information from disclosure.

c) The current contract’s renewal or extension date, or when you plan to re-tender.

There is a 12 month extension period.

d) The name and email/contact details of the responsible officer or department for each software area, if available.

This information is exempt from disclosure under Section 40(2) of the Freedom of Information Act 2000 (Personal Data).

Devon County Council can confirm the requested information is held; however, the Council cannot disclose personal information if releasing it would contravene any of the provisions in the Data Protection Act 2018. In this instance release of this information would contravene the first data protection principle and therefore the information is withheld.

Human Resources / Payroll

MHR is the system provider and iTrent is the software for both Human Resources and Payroll.

a) The contract start and end dates for each of the above systems.

Contract commenced 24/10/2017 with the option to review at certain points, initial duration of the contract is 12 years.

b) The annual or total contract value (if available).
