What and how do you use and to risk assess and protect vulnerable people, including children and young people using transport to and from education settings? For clarity, this includes both Devon County Council and independent contractors, taxis and buses.
Devon County Council (DCC) uses an in-house traffic light risk assessment system with green being the lowest risk and red being the most significant. This is done annually for every vulnerable child. DCC also works with the schools and parents to ensure the correct transport is in place with the correct mix of children on the vehicle traveling with an escort.
As part of the risk assessment process, all drivers and escorts must complete mandatory on line training including Safeguarding, First Aid, Behaviour Management, Equality and Diversity, Data Protection and Manual Handling. As part of DCC’s safeguarding practices, all drivers and escorts working in regulated activity are Disclosure and Barring Service (DBS) checked to the enhanced level.
