CCTV Camera on Alphington Road, Exeter

1) Could you please supply information regarding what rationale was used to install the speed camera on Alphington Road, Exeter near to the junction with Church Road?

The rationale used for evaluating a new speed camera site is based on police records of Fatal and Serious injury collisions and the measured speed of traffic. The criteria that is used for evaluating a new red-light camera site, is based on Fatal and Serious injury collision records within a signalised junction and a collision history that involves evidence red light contraventions. The latest camera on Alphington road was installed to replace an older red-light enforcement camera that had been originally introduced in 1998. The rationale for it’s installation was based on a maintenance review.

2) In particular what collision/injury statistics were used and who made the decision to install?

The original red-light camera site was installed under a camera partnership that is no longer operating and the installation records for this camera are not held. The safety performance at a camera site is reviewed before replacement or upgrading and where an existing camera site can either be decommissioned or retained for safety purposes. Prior to replacing this camera site three recent injury collisions at the junction involving red light contraventions were considered. Additionally, traffic speeds recorded on Alphington Road between the signalised junction and the 40mph limit had identified speeds above the 30mph limit.  The recommendation by Devon County Council was to replace the camera site and to introduce speed on green enforcement at the junction, that the latest approved camera equipment can offer. The decision to install was made by the current camera safety partnership Vision Zero South West.

3) Could you also please supply the cost of installing this camera?

The cost of the replacement camera was £34,000. This was externally funded by Vision Zero South West.
