Devon County Council does not have a contract with a provider of an energy management system. Through our partnership with SW Norse, Hamson Barron Smith (HBS) provide annual data on energy consumption for carbon footprint monitoring. HBS uses a system called E-sight. This is a rolling contract as part of Devon County Council’s partnership with South West Norse.
