Procurement for Community-Based Social Care Services

Please provide information regarding your council’s procurement methods and current preferred routes to market specifically for community-based social care services.

Additionally, for each community-based service area, please provide:

The current and planned future procurement routes.
The criteria or process by which new suppliers can register or apply to be considered under each procurement route.
Any anticipated changes to the procurement routes or frameworks for these community services in the next 12 months.

1. Adult Community Social Care
Please provide details on the procurement routes utilised, such as Dynamic Purchasing System (DPS), Framework Agreements, Spot Purchase Agreements, HealthTrust Europe (HTE), or any other specified frameworks.

The Council makes use of spot purchasing arrangements using preplacement agreements. There are no plans to change procurement routes in the next 12 months.

2.  Children’s Community Social Care
Could you detail the frameworks or agreements used for community-based services for children, including family support services, youth mental health, and early intervention programs?

CP1439-17 – Children’s Centres / Family Hubs transition. Once transformation is completed the service will be brought in house.

Community based short breaks, currently spot contracted dependent on individual need. Future procurement routes and criteria are yet to be developed.

CP1426-17 – Young Carers support, future procurement routes and criteria are yet to be developed.

All business opportunities would be made available through the portal: Supplying the South West.

3. Mental Health and Well-being Services in the Community
What are the procurement routes available for securing community-based mental health support services?

The Council has the Community Provider Directory for bespoke requirements; Supplying the South West tendering portal CP2374-23 Provider Directory: Community Services, and enabling spot agreements. There are no plans to change procurement routes in the next 12 months.

4. Community Supported Living and Housing Support
Please indicate if the council uses frameworks, Dynamic Purchasing Systems (DPS), Spot Purchases, or any collaborative procurement partnerships, and how these are managed specifically for community supported living and housing support.

The Council purchases Supported Living and Housing Support services on a Spot Purchase basis. There are currently no frameworks or DPS set up for this service area.

Services are purchased through providers who hold existing spot contracts. Currently no new contracts are being issued unless our operation teams identify a need that is not currently met by existing providers, in which case providers that can meet that need are targeted directly for spot provision.

We are not currently seeking new suppliers therefore, there is no process by which to register interest and there are no plans to change procurement routes in the next 12 months.

5. Community-Based Personal Care and Reablement Services
Could you specify the preferred procurement methods for personal care and reablement services offered within community settings?

The Council makes use of Spot purchasing arrangements using preplacement agreements and a community provider directory for bespoke requirements. Supplying the South West tendering portal CP2374-23 Provider Directory: Community Services.

There is a reablement opportunity coming out in the near future from the community directory, Supplying the South West Portal.

There are no current plans to change procurement routes in the next 12 months.

6. Learning Disabilities and Autism Support in the Community
For community-based services relating to learning disabilities and autism support, please provide information on the procurement routes, including any specialist frameworks.

The Council makes use of Spot purchasing arrangements using preplacement agreements. There are no plans to change procurement routes in the next 12 months.
