Exeter Bus Service Improvement Plan (BSIP)

Please provide the following information relating to to the Exeter Bus Service Improvement Plan (BSIP) and specifically to the Bus Lane elements proposed for Fore Street Heavitree.

A. Please supply the traffic flow data ( by day of the week ) and include the reckonable dates used for this section both inbound and outbound that was used to determine the proposition for the 12 hours a day , 6 days a week proposition.
B. Please supply the data supplied by Stagecoach used to calculate the envisage Bus Journey Time (BJT) improvements the scheme will deliver (hourly breakdown please)
C. Please supply all correspondence between Stagecoach and DCC Officers which includes references to this element of the BSIP.
D. Please share all correspondence between DCC Officers & Exeter HATOC Chairperson \ Vice Chair between Jan 1st 2024 – Present day .
E. Please share any correspondence or consultation between DCC Officers and Disability Groups , Freight Associations \ Operators , Emergency Services, Royal Mail or Other Courier Firms , Any Businesses or Traders in Heavitree related to this proposal.
F. Have any traffic flow studies been undertaken since the removal of the LTN \ AST for Heavitree & Whipton to ascertain whether traffic movements have changed v the Data used to support these proposals.

Devon County Council believes that compliance with this request would exceed the appropriate cost limit under Section 12 of the Freedom of Information Act 2000 which is £450 or 18 hours of officer time.  To locate information to answer questions C, D and E would require searches across numerous email accounts and to provide this information alone is anticipated to take in excess of 25 hours.  The remaining information would then need to be searched across other sources.  Therefore, to locate and then extract and retrieve relevant information from our records would, in total, take in excess of 18 hours of officer time.

Under the Act, there is a duty to provide advice and assistance as to how a request can be refined to fit within the appropriate limit. Unfortunately, due to the way this information is held, this is not possible for this request.
