Bus Lane Changes (Heavitree)

1. In relation to the proposed changes to the bus lane along the Heavitree corridor please can you advise with regard to the Fore St/ North Street junction. Obviously contractors have been on site measuring up but has there been an Officer/Member of Council site meeting to really understand the topography, the user groups and the current issues that are very apparent at this busy junction?

An officer site visit was held on 5 July 2023 where each of the sites in the Bus Service Improvement Plan (BSIP) programme were visited. Regular design updates are provided to the Enhanced Partnership Board which is chaired by Cllr Andrea Davis.

Surveyors have recently visited the site to gather detailed information about the topography of the site to ensure this matches with the information held by the engineering team.

1a. Have any of the issues for this junction, identified within the consultation responses, been considered and if so what was the outcome?

2. With regard to the consultation on moving traffic enforcement, are the consultation results published and if so can you provide the link? What is the latest on this scheme?

In November 2022, Devon County Council’s Cabinet gave their approval to submit an application to the Department for Transport to acquire powers to enforce Moving Traffic Offences under Part 6 of The Traffic Management Act 2004. At that meeting, it was also resolved that the Director of Climate Change, Environment and Transport in consultation with the Cabinet Member for Highway Management be given delegated authority to approve future enforcement sites.

Before the Council can introduce cameras for moving traffic offences, a public consultation was required and this ran from 14 August 2023 until 25 September 2023.

The results have not been published, however, they have been considered in line with the resolution above. The decision was made to apply to the Department for Transport for the powers to enforce moving traffic offences.

The Department of Transport has indicated that a decision on new applications will be made late 2024 / early 2025.
