LTN – post removal layouts

With regard to the new arrangements following the decision to remove the Low Traffic Neighbourhood (LTN) scheme:

1) Will the new layout require new Traffic Regulation Orders (TROs)?

Whether a TRO is required is dependent on future design solutions, which will be determined in the next couple of weeks.

2) Will the new arrangements be subject to a new consultation process?

Any future design will be approved by democratically elected councillors. Depending on the designs, this may involve further engagement with the public or statutory consultations in the TRO process.

As per resolutions e) and f), there is a commitment for officers to hold further discussions with all schools within the Trial area, with representatives of those with protected characteristics, disabled Blue Badge holders, and with the support of members, to facilitate focus groups with local community leaders and residents. This is in order to identify further measures or amendments and to encourage those who can (particularly children) to walk and cycle or wheel. This will allow residents to access the places they need to.

3) Are traffic lights deemed necessary at the Ladysmith part? Or has it been deemed safe to have single file traffic approaching a roundabout with four exits? 

Traffic signals at the junction of Ladysmith Road / St Mark’s Avenue would not be appropriate in this location.

4) Will the mini roundabout come back into play?

The existing modal filter layout is to be removed at the end of school term. At present, no confirmation towards alternative layouts have been confirmed. If no alternative layouts are considered, then the junction would be altered back to the mini roundabout.
