Heavitree and Whipton Low Traffic Neighbourhood

In relation to the Heavitree Low Traffic Neighbourhood, please provide a copy of all correspondence between the transportation and planning department and both Councillors Whitton and Aves.

Compliance with this request would exceed the appropriate cost limit under Section 12 of the Freedom of Information Act 2000 which is £450 or 18 hours of officer time.

The Council has spent in excess of 3 hours determining if the information is held by conducting searches of several email mailboxes, and has found information we believe is within scope of the request. However, due to the way the information is held, in order to identify all of the emails within scope, a manual check of each one found would be required. There are 300 emails potentially in scope, across all the mailboxes. To locate and extract the requested information, at an average time of 4 minutes per email, it would take 20 hours to complete this task. In addition to the 3 hours already taken, this is in excess of the 18 hour appropriate limit.

Under the Act, there is a duty to provide advice and assistance as to how a request can be refined to fit within the appropriate limit. The Council can advise that if a timeframe was included this may produce less results within our initial searches, and may bring the request in under the appropriate limit.
