2) When the road is inspected by someone driving, is the inspection done by a passenger?
As per section 8.4 of the Devon County Council Highway Safety Policy vers 6.1, “Driven inspections will be undertaken by two people with the passenger being a qualified inspector and the vehicle being driven at a speed appropriate to the road being inspected.” The inspections listed in the defect report above were undertaken by two people.
