Regarding complaints, we have interpreted “records of complaints” to mean the number received.
Devon County Council does hold information, however, compliance with this request would exceed the appropriate cost limit under Section 12 of the Freedom of Information Act 2000 which is £450 or 18 hours of officer time. This is because we do not record complaints against specific roads, but rather against the specific team involved in the work complained about. We would therefore need to read all highways related complaints received in the 2 year period in order to ascertain whether they refer to that stretch of road. We estimate that there would be 748 complaints to review. At 5 minutes each, this would take in excess of 62 hours to complete and therefore the information is withheld.
2. Please also provide a copy of the first highway inspection record 3rd May 2024 relating to the location Woodbury Park Devon EX13 5QX.
