Heavitree Low-Traffic Neighbourhood (LTN) scheme

Please provide the following information regarding the Heavitree Low-Traffic Neighbourhood (LTN) scheme:

1) Audited personnel costings for the LTN scheme.

Devon County Council (DCC) does not hold this information.

2) The number of employees involved in the design and implementation of the LTN scheme and how many of these were working from home.

There were three members of DCC staff that were regularly involved in the implementation of the Active Streets trial. However, there were many that had some involvement – approximately 12 other DCC staff from the Transport Planning and Traffic Policy teams.

Working from home is part of our hybrid working arrangements and managed locally. Therefore, we do not hold the information requested.

3) Costs of implementing the scheme.

The costs to date are £181,555.70 up to 31st May 2024.

4) Total costs to the taxpayer of the LTN scheme.

As above. The scheme has approval for a spend up to £250,000.

5) Funding streams to offset the burden on local council taxpayers.

The scheme is funded by the Department for Transport’s Capability and Ambition Funding.

6) How the LTN scheme ‘improved’ productivity figures for Devon County Council and Exeter City Council?
