Can I please request:
1. The papers considered by the cabinet officer/member on 10 February 2014 to approve the transfer of Topsham Library to the Estuary League of Friends under terms.
As the relevant officers and Members have subsequently left the Council we have been unable to locate a copies of the papers considered. However, a copy of the Record of the Cabinet Member Decision from 3 February 2014 can be found at the following link Topsham Library cabinet member decision record January 2014.
Information that has been greyed out is exempt from disclosure under Section 40(2) of the Freedom of Information Act 2000 (Personal Data).
The Council cannot disclose personal information if releasing it would contravene any of the provisions in the UK General Data Protection Regulation. In this instance release of this information would contravene the first data protection principle and therefore the information is withheld.
2. The business plan submitted by Estuary League of Friends to support the case for the transfer of the Library.
As the relevant officers and Members have subsequently left the Council we have been unable to locate a copies of the business plan submitted by Estuary League of Friends to the Council.
3. Any terms or restrictions that were part of the legal agreement to transfer the Library to the Estuary League of Friends at the time or subsequently.
4. Any terms or restrictions that were part of the legal agreement to re-locate the Library in the Estuary League of Friends new building Nancy Potter House at the time of re-location or subsequently.
