Recreational Trail Licences

1. Please provide a list of businesses that hold a permit or licence to use the recreational trails in Devon such as Drakes Trail, Tarka Trail, Granite Way etc.
2. How much do these licenses cost and how much do they cost Devon County Council to administer?
3. How many licenses are currently issued and how long have the licenses been in operation?
4. What risk assessments have been undertaken by organisations and what checks are made for insurance liabilities for licence holders?
5. What insurances are required and how does Devon County Council check that the terms of licence are complied with?

Compliance with this request would exceed the appropriate cost limit under Section 12 of the Freedom of Information Act 2000 which is £450 or 18 hours of officer time. Due to the nature of recreational trails they are not always set as colloquially known, nor are they all owned by Devon County Council. Many permits/licenses may be historic and are not conformal in their set up. Therefore, responding to this request would involve searches of a huge amount of records. To locate and extract the requested information on each licence would require 2 hours of staff time. County-wide there are significantly more than 9 licences in place, therefore it would take in excess of 18 hours to gather the requested information.

In the interests of providing advice and assistance, the Council can advise that if this request focused on a specific trail, or section of a trail this would bring the search down to achievable levels and fit within the appropriate limit.
