1) Which company collects the Automatic Traffic Counts (ATCs) and single day traffic counts for the Low Traffic Neighbourhoods (LTN) data? If the data is collected only by Devon County Council (DCC), please state the person’s title and department responsible.
Monitoring of traffic flows in the Active Streets trial area has been undertaken using a combination of:
a) Manual Classified Counts (MCCs) – Counts of vehicular traffic and cycles (and pedestrians in some cases) on selected dates, manually enumerated by an independent traffic survey company.
b) Sensors – Continuous counts of vehicular traffic automatically enumerated using artificial intelligence-based sensors.
c) Automatic Traffic Counts (ATCs) – Continuous counts of vehicular traffic, automatically enumerated using inductive loops.
MCCs are undertaken by a professional traffic survey company which provides the best value-for-money from a list of nationwide companies available on our Call-off Framework contract to provide traffic surveys to all local authorities in the South West. They are a reputable and experienced company who have recently provided a good and reliable service across the region as a whole. They are totally independent, and we do not share the reasons why any surveys need to be undertaken; they simply report what they see on the specified survey dates.
Sensors have recording equipment mounted on items of street furniture which use artificial intelligence to automatically count the traffic in selected areas where there no ATCs.
ATCs are permanent installations embedded in the road surface which enable an automatic record of vehicles which pass over them. Those used to report traffic flows in the Heavitree and Whipton Active Streets Trial area have been in place for a number of years, and this provides reassurance that reliable and consistent information is and has been recorded.
