Health and Wellbeing Board Finances

1. What is the budget for your Health and Wellbeing Boards (HWB) over the last 5 years? Please breakdown by source

2. How is the Better Care Fund distributed?

Some services are procured at HWB level, for example the Carers contract and the Community Equipment contract and some smaller grants and contracts.

A sum goes to the local authority, the ICB, and the Mental Health Trust, to fund core activity which delivers BCF outcomes. The remainder is allocated on a weighted head of population basis to the four localities.  That locality funding is managed and directed by joint health and social care leads (employed jointly by the local authority and the NHS Trusts), delivering activity that meets BCF criteria.

Monitoring and reporting on outcomes and spend, is managed by a joint agency BCF Business group, which reports to the BCF Leadership Group and upward to executives in the ICB and the local authority.

3. Do you procure services at a HWB level or do you distribute funding to NHS Trusts for them to spend individually?
