I kindly request the following information:
1. Documentation or reports detailing the existing lighting control systems deployed across various council-managed buildings and public areas.
Streetlighting: we have been utilising the Telensa CMS system, link to supplier site: Home – Telensa on adopted roads.
2. Information on the extent to which the current lighting controls are fully utilized and optimized for energy efficiency.
Streetlighting: The new CMS system is being rolled out across Devon on street lighting to allow us the ability to further control lantern output. Currently existing photocells that are not on the CMS network work to the part night light operation or simply on/off. We also use pre-programmed drivers to operate to the dimming regime D69.
3. Data on energy consumption patterns related to lighting across different council facilities and public spaces.
Streetlighting: Information not held.
4. Any evaluations or assessments conducted to gauge the performance and effectiveness of the existing lighting controls.
Streetlighting: We receive fault reports if lanterns fail.
5. Insights into the challenges or limitations faced with the current lighting controls and any associated maintenance or operational costs.

6. Any plans or strategies your council has in place to improve and enhance lighting controls for better energy efficiency and user experience.
Streetlighting: We will continue to roll out Telensa CMS, and carry out dimming trials for further consideration.
7. Recommendations or proposed improvements to the existing lighting controls, including the incorporation of innovative technologies or best practices.
Streetlighting: For the lighting stock, it would be recommended to replace to LED from a trustworthy supplier and go with a remote monitoring system that will allow for fault reporting and the ability to alter the light output therefore saving on energy and carbon.
8. Any initiatives or projects undertaken to promote sustainability through lighting control optimization.
Streetlighting: We are looking at trials to provide different dimming options, along with possible switch off times.

With regards to lighting utilisation within our Estate, Devon County Council believes that this request is manifestly unreasonable under Regulation 12 (4) of the Environmental Information Regulations.
We have over 500 sites within our Estate with various lighting schematics and it would take a minimum of 5 minutes per site, to locate and retrieve the information This would place an unreasonable burden on our resources.
Whilst DCC believe in the value of openness and transparency, we do not believe it is in the publics best interests to divert our staff resources from their core functions for the prolonged period of time it would take to answer this request.
